I would ask that the necessary pages *124 et

seq." from the local Hansard for 1909 may be supplied to me for

attachement to my letter as suggested.

From November, 1909, to 31st. December, 1910,

while rebate was being paid to the troops, I find that beer was

sold in the canteens at a price which ensured a return sufficient

to cover cost price of beer, all working expenses, and all trans-

-port charges. The profits over and above this wax were not

sufficient to give considerable grants to extra messing or to

recreation funds. The objects of such rants, which are for the

benefit of both drinkers and teetotallers, were met by the rebate

granted to the troops. Now that the men get no rebate they must

either forego those grants or pay an enhanced price for their

liquor to provide funds for the objects covered by them. In accord-

-ance with the the practice all over the Empire, the latter

course has been adopted.

As regards paragraph 4, my information regard-

-ing Gibraltar, Malta, Bermuda, and Singapore, is based on informat

-ion received from Officers who have served there within the last

three years. I cannot speak from personal experience. As regards

the other colonies, my information is extracted from the only work

available in my office, viz.:- Part II of Local Statutes, etc., affecting Military Affairs-Britains beyond the Seas. In this work the following Ordinances dealing with the matter in hand are quoted, viz.:*

Page 712 Ceylon Ordinance 22 of 1896.

Page 809 Jamaica, Law 2 of 1895, a law to amend Law 13

of 1873. Page 837-839, Mauritius, Ordinance No. 9 of 1987.
